The offer of a course is entirely at the discretion of the police and depends upon many factors. Being the holder of a provisional licence is not a bar in itself to being offered a course, however if there are other factors apart from the fact that you hold a provisional licence that have been taken into consideration which aggravate the nature of the offence you may not be offered a course. Also if you have had a course within the previous 3 years of your latest offence, this too will make you ineligible for a course offer.
If you are attending the Safe and Considerate Driving Course, this has an on road element, so therefore the course provider must make a risk assessment around allowing a provisional licence holder to drive during the on road element. This may mean that you have to take the course on a one-to-one basis with your driving coach, in a vehicle which is been suitably adapted (i.e. fitted with dual controls)
